Rubio Files Amendments to “Most Radical” Budget Proposal in “Our Nation’s History”

Washington, D.C. — U.S. Senator Marco Rubio (R-FL) filed multiple amendments to the Senate Budget Resolution. Last month, Rubio described the partisan budget resolution as a plan to “fundamentally transform America into a far-left fever dream.” He also warned that the “radical Marxists’ plan to destroy and remake our country” contained a “backdoor amnesty [that] would make the crisis at the border even worse.”
 
“This is one of the most radical proposals in our nation’s history,” Rubio said. “Not only would it drive up inflation and destroy jobs, it would place government at the center of our lives, families, and communities. Meanwhile, it would do nothing to address the crisis at the border, confront the challenges posed by the Chinese Communist Party, or tackle the surge in violent crime plaguing our cities.”
 
A summary of Rubio’s other amendments is below.
 
Facilitating uncensored internet access to Cuban people. Establishes a Deficit Neutral Reserve Fund (DNRF) that requires the Biden Administration to facilitate free, open, and uncensored access to the internet for the people of Cuba. (Amendment #3097)
 
Expanding the pro-work Child Tax Credit. Establishes a Deficit Neutral Reserve Fund (DNRF) for expanding the Child Tax Credit while ensuring the credit does not go to individuals who are not working. Rubio has long supported expanding the Child Tax Credit to hardworking families. In 2017, Rubio and Senator Mike Lee (R-UT) doubled the credit as part of the Tax Cuts and Jobs Act, which tax return data confirmed has cut taxes for millions of working American families. Earlier this year, Republicans unanimously voted for a Rubio-Lee proposal to further expand the Child Tax Credit to $3,300 (including $4,200 for children under age 6), refundable to the extent of payroll tax liability.
 
Protecting low-wage workers from non-compete agreements. Establishes a Deficit Neutral Reserve Fund (DNRF) for legislation that would ban non-compete agreements for low-wage workers covered under the Fair Labor Standards Act. Amendment is based on Rubio’s Freedom to Compete Act.
 
Protecting property insurance rates. Creates a Budget Point of Order (BPOO) against any tax increases that would result in higher property insurance rates for homeowners.
 
Protecting Americans’ genomic data. Creates a Budget Point of Order (BPOO) against any legislation that would fund next generation genomic sequencing services from companies with ties to the Chinese government
 
Restoring Florida’s Everglades. Establishes a Deficit Neutral Reserve Fund (DNRF) to ensure full funding for the federal portions of authorized Everglades restoration projects, including expedited completion of the Everglades Agricultural Area (EAA) Reservoir. 
 
Preventing dangerous gain of function research. Creates a Budget Point of Order (BPOO) against any legislation that would authorize federal funding for collaborative basic research projects conducted between individuals or institutions in the United States and individuals or institutions in the People’s Republic China involving synthetic biology and/or gain-of-function studies of any potential human pathogen.  Amendment is based on Rubio’s COVID Act of 2021.
