English/Español: Rubio, Menendez Introduce Resolution Condemning Castro Regime’s Forced Labor of Cuban Doctors
Washington, D.C. – U.S. Senators Marco Rubio (R-FL) and Bob Menendez (D-NJ) today introduced a resolution condemning the Cuban regime for a program that sends tens of thousands of Cuban medical professionals to foreign countries to work under conditions that qualify as human trafficking.
In particular, the Senators’ resolution describes the ordeal of thousands of Cuban medical professionals subjected to participate in a state-sponsored program to work in Brazil, where they are subject to wage garnishing, restrictions on their movement, and constant surveillance by the Cuban regime — conduct that constitutes state-sponsored human trafficking.
“It is outrageous, though not surprising, that the Cuban dictatorship continues to manipulate and traffic physicians in order to enrich itself,” Rubio said. “This form of forced labor should not go unnoticed by the international community. We must stand against the regime’s modern-day slavery scheme and support the doctors seeking justice after serving in these so-called international medical missions.”
“For 60 years, the Cuban regime has been finding new ways to exploit its people,” Menendez said. “Recent information from Brazil shows how the Cuban government profits from its state-sponsored foreign medical missions, which they sell as medical diplomacy but look a lot more like indentured servitude. This bipartisan resolution sheds additional light on the Cuban regime’s role in human trafficking, and is another call for greater accountability from Cuban officials, their overseas partners, and the international community.”
Today’s introduction comes after an investigative report by the Diario de Cuba recently revealed the indentured servitude of Cuban medical professionals described in Brazilian diplomatic cables detailing the terms of the Government of Cuba’s medical missions to Brazil. In 2016 alone, it is estimated that the Castro regime earned more than $8,000,000,000 from exporting the services of Cuban professionals, of which foreign medical missions represent the majority of the income.

RUBIO, MENENDEZ PRESENTAN RESOLUCIÓN CONDENANDO EL TRABAJO FORZADO A DOCTORES CUBANOS POR PARTE DEL REGIMÉN CUBANO
Washington, DC – Los senadores estadounidenses Marco Rubio (R-FL) y Bob Menendez (D-NJ) presentaron hoy una resolución condenando al régimen cubano por un programa que envía a miles de decenas de médicos cubanos a países extranjeros para trabajar en que pueden ser calificadas como trata de personas.
En particular, la resolución de los senadores describe la dura experiencia de miles de profesionales de salud sujetos a participar en un programa patrocinado por el estado para trabajar en Brasil, donde estaban sometidos a embargos salariales, vigilancia constante y restricciones por parte del régimen cubano. Conducta que constituye tráfico humano patrocinado por el Estado.
“Es indignante, aunque no sorprendente, que la dictadura cubana continúe manipulando y traficando a médicos para enriquecerse”, Rubio dijo. “Esta forma de trabajo forzoso no debe pasar desapercibida por la comunidad internacional. Debemos enfrentar este esquema de esclavitud moderna por parte del régimen y apoyar a los médicos quienes buscan justicia después de servir en estas llamadas misiones médicas internacionales”.
“Durante 60 años, el régimen cubano ha estado encontrando nuevas formas de explotar a su gente”, Menéndez dijo. “La información reciente de Brasil muestra cómo el gobierno cubano se beneficia de sus misiones médicas extranjeras patrocinadas por el estado, que venden como una misión diplomacia pero se parecen mucho más a la servidumbre contratada. Esta resolución bipartidista da luz sobre el rol del régimen cubano en la trata de personas y es otro llamado para una mayor rendición de cuentas por parte de los funcionarios cubanos, sus socios en el extranjero y la comunidad internacional”.
La introducción de hoy se produce después de que un informe del Diario de Cuba revelara recientemente, por cables diplomáticos brasileños, detalles de los términos de las misiones médicas del Gobierno de Cuba a Brasil. Solo en 2016, se estima que el régimen de Castro ganó más de $8,000,000,000 por explotar los servicios de profesionales cubanos, estas misiones médicas representan la mayoría de sus ingresos.
