Rubio, Cornyn, Colleagues Warn YMTC, Chinese Chipmakers are “An Immediate Threat”

The People’s Republic of China’s (PRC) semiconductor industry is booming, posing a direct threat to the U.S. semiconductor industry and our national security interests. In particular, the PRC aims to flood the market with chips produced by Yangtze Memory Technologies Co. (YMTC), a state-owned company with extensive links to the Chinese Communist Party (CCP) and the People’s Liberation Army (PLA). 
 
U.S. Senators Marco Rubio (R-FL) and John Cornyn (R-TX) sent a letter to U.S. Secretary of Commerce Gina Raimondo warning her of the risks posed by YMTC.

  • “We request you bring the ongoing microelectronics policy deliberations to a rapid conclusion, including by moving forward with additional technology controls on firms whose activity represents a threat to U.S. national security or foreign policy interests. The direction of U.S. policy will determine whether U.S. companies continue to lead in the global semiconductor memory and storage industry.” 
  • “The U.S. Department of Commerce has the necessary tools to address this behavior— including by adding YMTC to the Entity List. By failing to add YMTC to the Entity List, the U.S. Department of Commerce is allowing the PRC to exploit our technological sector and supply sanctioned parties in China.” 

 
Senators Mark Warner (D-VA), Chuck Schumer (D-NY), Bill Hagerty (R-TN), Jim Risch (R-ID), and Mike Crapo (R-ID) also signed the letter.
 
Looking forward… Rubio will continue to push for YMTC to be added to the U.S. Department of Commerce’s Entity List, and ensure U.S. companies like Apple know the risk of doing business with YMTC.
