Rubio: First, let me just begin by thanking the President of the United States and his Vice President. And I want to tell you something about them, there has never been a moment where I’ve had to convince them to care about this issue. In fact, I do not recall a conversation I have had with either one of them in the last two years in which the topic of Venezuela was not raised by them. They deserve tremendous credit for that and for the work they’ve done. This is not the first visit of the Vice President to this community. He was here less than a year ago or about a year ago to talk about this topic. But I told him and I believe this will be the last time he has to come here for an event like this because there will never again have to be an event like this. The next event will be free and fair elections in Venezuela for the people of Venezuela.
Four key messages. The first, to those countries and to those companies who are thinking about helping Nicolás Maduro continue to steal the gold and the reserves of that country, know this, you are subject to sanctions. The countries and the companies, whether it’s the UAE or Turkey, and the companies under your auspices. Think about it very carefully. The law is clear. You will face severe sanctions if you allow Nicolás Maduro to steal the gold that doesn’t belong to him, but to the people of that great country.
To all the international partners from Europe and elsewhere who want to be helpful, we thank you, we welcome you. We want your engagement and your assistance. But know this, this man Nicolás Maduro has turned negotiations into a weapon to buy time. There is no time left and the only thing left to negotiate is the date on the free and fair election for the people of Venezuela.
To the elites and the military, the majority of whom do not support Nicolás Maduro and are all looking at each other wondering well who’s going to go first, understand that already many of those on top military man have sent their families away. They’ll be the first ones gone. You’re going to wake up one morning to the news that Nicolás Maduro and Diosdado Cabello and all these other people have left. And you’re going to get stuck behind. Do not let that happen. Take the step you must take now to recover your dignity and to recover the dignity of this great nation — and to restore you it. You may have committed tremendous errors, but you have a chance now to rewrite your future. Let your future be a future on behalf of the people you have sworn to protect, not on behalf of oppressing the people you are supposed to be standing with. Now is the time for you to act and to make clear that you swore an allegiance to that constitution and to protect your brothers and sisters, your mothers, your fathers, and your loved ones. Not to protect a regime who will be the first ones out the door who will leave you stranded and behind. Now is the time for the elites and the leaders in uniform to stand up and say, we will protect and defend the constitution, we will recognize the interim president, and we will be here to protect this nation and its free and fair elections.

Rubio: Primero, permítanme comenzar dando las gracias al Presidente de los Estados Unidos y a su Vicepresidente. Quiero decirles algo sobre ellos dos, nunca ha habido un momento en el que haya tenido que convencerlos de abordar este tema. De hecho, no recuerdo una conversación que haya tenido con ellos, en los últimos dos años, en los que el tema de Venezuela no fuese entablado por ellos. Merecen un enorme crédito por eso y por el trabajo que han realizado. Esta no es la primera visita del Vicepresidente a esta comunidad. Estuvo aquí hace menos de un año o hace aproximadamente un año para hablar sobre este tema. Pero como se lo dije al Vicepresidente, creo que esta será la última vez que tendrá que venir aquí para un evento como este porque nunca más lo tendrá que hacer. El próximo evento serán elecciones justas y libres en Venezuela.
Cuatro mensajes claves: Primero, a esos países y aquellas empresas que están pensando en ayudar a Nicolás Maduro a continuar robándose el oro y las reservas de ese país, sepan esto, están sujetos a sanciones. Los países y las empresas, ya sean los Emiratos Árabes o Turquía, piénsenlo cuidadosamente. La ley es clara. Enfrentaran sanciones si permiten que Nicolás Maduro se robe el oro que no le pertenece a él, sino a la gente de ese gran país.
A todos los socios internacionales de Europa y otros países que deseen ayudar, les agradecemos, les damos la bienvenida. Queremos su compromiso y su asistencia. Pero deben saber esto, este hombre, Nicolás Maduro, ha convertido las negociaciones en un arma para ganar tiempo. No queda tiempo y lo único que queda por negociar es la fecha de las elecciones libres y justas para el pueblo de Venezuela.
Para la élite y los militares, la mayoría de los cuales no apoyan a Nicolás Maduro y se miran unos a otros preguntándose quién se va a ir primero, entiendo que muchos de los principales militares han sacado a sus familias del país. Ellos serán los primeros en desaparecerse. Se despertarán una mañana con la noticia de que Nicolás Maduro y Diosdado Cabello y todas estas otras personas se han ido. Y se van a quedar atascados. No dejen que eso suceda. Den el paso que deben dar ahora que pueden, de recuperar su dignidad y de restaurar la dignidad de su gran nación. Es posible que hayan cometido errores, pero ahora tienen la oportunidad de re-escribir su futuro. Que su futuro sea un futuro defendiendo a las personas a las que juraron proteger, al pueblo. Ahora es el momento de que actúen y dejen en claro que juraron fidelidad a la constitución venezolana y que protegen a sus hermanos y hermanas, a sus madres, a sus padres y a sus seres queridos. No protejan a un régimen que será el primero en salir por la puerta y los dejará varados. Ahora es el momento para que la elite y los líderes uniformados se pongan de pie y digan: protegeremos y defenderemos la constitución, reconoceremos al presidente interino y estaremos aquí para proteger a esta nación y sus elecciones libres y justas.
