Washington, DC – U.S. Senator Marco Rubio (R-FL) joined Senators Rick Scott (R-FL), Jacky Rosen (D-NV), and Thom Tillis (R-NC), in introducing the Banning Operations and Leases with the Illegitimate Venezuelan Authoritarian Regime (BOLIVAR) Act. This legislation holds Venezuelan dictator Nicolás Maduro accountable by prohibiting federal agencies from doing business with anyone that supports the oppressive Maduro regime. 

Rubio is the Ranking Member of the Senate Foreign Relations Subcommittee on Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights, and Global Women’s Issues.

“Amid the man-made crisis caused by narco-dictator Nicolás Maduro and his cronies, we must ensure American federal agencies do not award governmental contracts to any companies linked to the Maduro regime,” Rubio said. “I’m proud to join Senator Scott, and my colleagues, in introducing this bicameral legislation, which will ensure taxpayer dollars are not providing a lifeline to a murderous and criminal dictatorship in our region.”

“Nicolas Maduro is committing a genocide against the people of Venezuela,” Scott said. “Not one cent of U.S. taxpayer money can be used to prop up this murderous regime. As Governor, I strictly prohibited the State of Florida, including all state agencies, from investing in any company that is doing business with Maduro’s oppressive government. Today, I’m proud to lead my colleagues and continue this important work to prohibit all federal agencies from doing business with anyone that supports Maduro. We can’t stand by and let this crisis continue, and that starts with restricting the money Maduro uses to hold onto power. I hope all of my colleagues will join us as we work to support those fighting for freedom and an end to Maduro’s ruthless regime.”

“The United States must do more to protect the people of Venezuela from Nicolas Maduro’s oppression. By prohibiting federal agencies from doing business with anyone that supports the violent Maduro regime, we can help alleviate the suffering of innocent civilians,” Rosen said. “I stand with my colleagues from across the aisle to condemn the Maduro regime’s brutal campaign of oppression, and will continue to advocate for U.S. global leadership and protection of human rights.”

“No federal agency should ever conduct business with anyone that supports Venezuelan Dictator Nicolas Maduro or his vile and oppressive regime,” Tillis said. “This commonsense legislation is necessary to preserve future negations should further restrictions or sanctions be needed. The United States must continue to advocate against brutality and injustice, and this begins with preventing American dollars from aiding Maduro’s regime.”

The BOLIVAR Act:

• Prohibits federal agencies from awarding U.S. government contracts with companies that are engaged in business with the Maduro regime.
  • The prohibition would only apply to contracts entered into on or after the bill’s enactment and would not affect any business with the legitimate elected government of the National Assembly and its elected successors.
• Provides for necessary exceptions, including for rendering humanitarian aid, disaster relief, and when the Office of Foreign Assets Control issues a valid license to do business in Venezuela.
• Allows the Secretary of State to waive the restriction when in the national interest of the U.S.

RUBIO, COLEGAS PRESENTAN LEY BIPARTIDISTA PARA PROHIBIR AL GOBIERNO DE EE. UU. HACER NEGOCIOS CON NICOLÁS MADURO

 Washington, DC – El senador estadounidense Marco Rubio (R-FL) se unió a los senadores Rick Scott (R-FL), Jacky Rosen, y Thom Tillis en presentar hoy la ley de Prohibición de Operaciones y Arrendamientos con el Régimen Autoritario Ilegítimo Venezolano (BOLÍVAR, por sus siglas en inglés). Esta legislación prohíbe a las agencias federales hacer negocios con cualquier persona que apoye al régimen opresivo de Nicolás Maduro. El Congresista Michael Waltz presentó el proyecto de ley bipartidista hoy en la Cámara de Representantes. 

Rubio es el Miembro de Más Alto Rango del Subcomité sobre Hemisferio Occidental, Crimen Transnacional, Seguridad Civil, Democracia, Derechos Humanos y Asuntos Globales de la Mujer.

“En medio de la crisis provocada por el narco-dictador Nicolás Maduro y sus secuaces, debemos asegurarnos que las agencias federales de EE.UU. no le otorguen contratos gubernamentales a ninguna empresa vinculada al régimen de Maduro”, Rubio dijo. “Me enorgullece unirme al senador Scott y a mis colegas para presentar esta legislación bicameral, la cual garantizará que los dólares de los contribuyentes no le proporcionen un salvavidas financiero a una dictadura criminal y asesina en nuestra región”.

 “Nicolás Maduro está cometiendo un genocidio contra el pueblo de Venezuela. Ni un centavo de los contribuyentes americanos puede utilizarse para apoyar a este régimen asesino,” Scott dijo. “Como Gobernador, prohibí al estado de la Florida, incluyendo a todas las agencias estatales, de invertir en cualquier empresa que esté haciendo negocios con el gobierno opresivo de Maduro. Me enorgullece liderar junto a mis colegas este importante trabajo y prohibir que todas las agencias federales hagan negocios con quienes apoyan al dictador venezolano. No podemos quedarnos al margen y dejar que esta crisis continúe, y esto comienza con restringir el dinero que Maduro usa para aferrarse al poder. Espero que todos mis colegas se unan a nosotros mientras trabajamos para apoyar a quienes luchan por la libertad y el fin del régimen despiadado de Maduro”. 

La Ley BOLIVAR:

• Prohíbe que las agencias federales de los Estados Unidos concedan contratos a empresas que hacen negocios con el régimen de Maduro.
  • La prohibición solo se aplicaría a los contratos realizados durante o después de la promulgación del proyecto de ley y no afectaría ningún negocio con el gobierno legítimo de la Asamblea Nacional ni con sus sucesores electos.
• Proporciona las excepciones necesarias para prestar ayuda humanitaria y asistencia en casos de desastres, y para que la Oficina de Control de Activos Extranjeros pueda emitir una licencia válida para hacer negocios en Venezuela.
• Permite al Secretario de Estado concluir la restricción cuando sea de interés nacional para los Estados Unidos.
