El proyecto de ley, co-liderado por el Senador Bob Menéndez (D-NJ), requiere una estrategia diplomática integral para fortalecer la cooperación entre EE.UU. y Ecuador en temas de interés mutuo, incluyendo el fortalecimiento de las instituciones democráticas, la promoción del crecimiento económico inclusivo, el apoyo a las iniciativas de conservación y la expansión de las capacidades para abordar la corrupción, el crimen y la influencia extranjera maligna.
