Rubio, Kaine Applaud Committee Passage of Joint Resolution to Prevent Any U.S. President from Leaving NATO Without Congressional Approval
Washington, D.C. — U.S. Senators Marco Rubio (R-FL) and Tim Kaine (D-VA) applauded the Senate Committee on Foreign Relations’ passage of their bipartisan joint resolution (S.J.Res 17) to explicitly prohibit any President of the United States from withdrawing from the North Atlantic Treaty Organization (NATO) without the Senate’s advice and consent. The bill now heads to the full Senate for consideration.
Rubio is a senior member of the Senate Committee on Foreign Relations.
“I’ve long warned of the threat posed by Russian aggression in Europe. Unfortunately, Putin’s unprovoked attack on Ukraine, which, despite not being in NATO, is a critical U.S. partner, has proven these warnings to be tragically accurate,” Rubio said. “It is now more essential than ever for the United States to stand shoulder to shoulder with our NATO allies. With Ukraine under siege, it is critical to reaffirm the importance of this alliance by ensuring that no U.S. President can withdraw from NATO without the Senate’s advice and consent.”
“The conflict in Ukraine is a powerful example of why protecting and strengthening NATO is so important for the security of the United States and our European allies,” Kaine said. “America’s commitment to NATO is absolute. This bill underscores that commitment and ensures that no President can unilaterally dissolve our bond to this invaluable alliance without Senate approval.”
This year will mark the 73rd anniversary of the signing of the North Atlantic Treaty, which established NATO.
