Communist China has played a major role in helping Vladimir Putin’s unjustified war against Ukraine. Whether it be through increased trade or the provision of dual-use technology, Beijing is aiding Moscow’s assault against the Ukrainian people. Some Western officials, however, have suggested that the Chinese Communist Party might play a positive role in Ukraine’s reconstruction. To allow Beijing a free hand in Ukraine would be malpractice. Kyiv must adopt needed safeguards to ensure ongoing and future efforts to rebuild their nation do not enrich Beijing. It’s essential that the U.S. and our European allies support such efforts. 

U.S. Senator Marco Rubio (R-FL) introduced a bill to hinder Communist China’s ability to establish influence in Ukraine under the guise of reconstruction.

• “It would be malpractice to allow our greatest adversary to be involved, in any way, in the reconstruction efforts of Ukraine. Falling prey to the Chinese Communist Party’s predatory schemes has left multiple nations worldwide beholden to Beijing. Both the U.S. and our democratic allies in Europe must counter this threat.”– senador Rubio

Specifically, the bill:

• Tasks the U.S. Secretary of State to negotiate with the government of Ukraine to establish a mechanism for reviewing foreign investment in Ukraine;
•  Requires training for Ukrainian officials on reviewing foreign investment; and
• Authorizes funding and sunsets the legislation after five years.
