English/Español: Rubio Introduces Sanctions Bill to Deter Russian Invasion of Ukraine

Washington, D.C. — El senador estadounidense Marco Rubio (R-FL) presentó la ley Deterring Authoritarian Hostilities Act of 2022, a bill to impose immediate and harsh, personal sanctions on Vladimir Putin and the rest of the authoritarian leadership of Russia if Russian troops further invade Ukraine. The bill would, for the first time, impose sanctions on Putin himself, and on the sectors of the Russian economy his regime depends on to personally enrich itself. Critically, this bill would not be dependent on President Biden to decide what constitutes an incursion into Ukraine.
 
“A core part of any strategy to force Vladimir Putin to back down is to make the consequences of an invasion extremely painful for the oligarchs that prop up his control of Russia,” Rubio said. “President Biden does not seem to understand that America must project strength and resolve, not weakness. I urge my Senate colleagues to work with me to pass this bill before it is too late.” 
 
In 2019, Rubio introduced the bipartisan Defending Elections from Threats by Establishing Redlines Act (DETER Act), which would have imposed sanctions on senior Russian officials and major sectors of the Russian economy if Russia interfered in U.S. elections. 
 
Rubio is Vice Chairman of the Senate Select Committee on Intelligence and a senior member of the Senate Committee on Foreign Relations.
 
El texto de la carta en inglés está Deterring Authoritarian Hostilities Act of 2022 would: 

  • Require the Director of National Intelligence to submit a report to Congress every 20 days on whether the Russian Federation or its proxies have violated the current territorial integrity of Ukraine.  
  • Within 10 days of submission of the DNI report, the President is required to impose the following sanctions: 
    • Block property belonging to and revoke visas of Vladimir Putin, the Russian Prime Minister, the Russian Defense Minister and other Russia oligarchs identified in reporting required by the Countering America’s Adversaries through Sanctions Act of 2017.
    • Prohibit transactions with Russian companies in the Energy, Financial, Mining, and Aerospace sectors of the Russian Economy. 
    • Impose sanctions on the Society for Worldwide Interbank Financial Telecommunications (SWIFT) if SWIFT does not terminate service provision to Russian banks and companies sanctioned by the bill.
  • Immediately re-impose sanctions on Nord Stream 2 and require a strategy from the Secretary of State on how the U.S. will encourage other countries to impose matching sanctions on Russia. 
RUBIO PRESENTA LEGISLACIÓN DE SANCIONES PARA IMPEDIR INVASIÓN RUSA DE UCRANIA
 

Washington, D.C. — El senador estadounidense Marco Rubio (R-FL) presentó la Ley de Disuasión de Hostilidades Autoritarias del 2022, una legislación para imponer sanciones personalmente contra Vladimir Putin y el resto del liderazgo autoritario de Rusia, si las tropas rusas invaden Ucrania. Este proyecto de ley, por primera vez, impondría sanciones contra el propio Putin y contra los sectores de la economía rusa de los que depende su régimen para enriquecerse. Fundamentalmente, esta legislación no dependería del Presidente Biden para decidir qué constituye una incursión en Ucrania.
 
“Una parte central de cualquier estrategia para obligar a Vladimir Putin a dar marcha atrás es hacer que las consecuencias de una invasión en Ucrania sean extremadamente dolorosas para los oligarcas apoyan el control de Putin en Rusia”, Rubio dijo. “El presidente Biden no parece entender que EE.UU. debe proyectar fortaleza y resolución, no debilidad. Insto a mis colegas en el Senado a trabajar conmigo para aprobar este proyecto de ley antes que sea demasiado tarde”. 
 
En 2019, Rubio presentó el proyecto de ley bipartidista DETER, el cual impondría sanciones a altos funcionarios rusos y a los principales sectores de la economía rusa si Rusia interfiriera en las elecciones estadounidenses. 
 
Rubio es el vicepresidente del Comité de Inteligencia del Senado y es miembro del Comité de Relaciones Exteriores del Senado.
