“We have a public health emergency that could explode in our face. The House and the Senate in a Conference Committee Report just authorized $1.1 billion. It didn’t have the stuff for Puerto Rico in there. It’s nowhere near where I wanted it to be, it is by [no means] perfect. I wanted $1.9 [billion], I wanted it to include Puerto Rico, it has none of that in there.
 
“And yet, I am going to support it because we have to do something. I know it’s less than perfect, I know it’s less than ideal, but we have to get the money flowing.‎ It’s probably already too late in some cases. Every day that goes by is a day too late.
 
“We should have dealt with this three months ago. ‎It has taken so long, it makes no sense to me. But Congress is going to recess July 15th, and we can’t go home without something in the pipeline. So I am going to support it even though I don’t like it, it doesn’t go far enough, and it’s not perfect. Compromise.”
